From Yalkut Yosef Online (Yalkut.info):
1. There is an issur (prohibiton) on Shabbat Leholid Reah (to spray/create an atmosphere with a great fragrance, spray cologne/perfume) on cloths, a tablecloth, clothing, etc. On Shabbat one is prohibited from doing this act because it is as if they are doing a new type of work forbidden on Shabbat. However, one may spray cologne/perfume on their hands/face because this melacha does not hold for a human’s skin. One may also spray a nice fragrance on their hair and/or beard.
2. One is allowed to carry fruits that bear good fragrances
(such as Myrtle leaves, mint leaves, tea leaves) on Shabbat and smell them. One
may also rub the leaves in order to produce a stronger smell, whether its
strong or soft smelling leaves. This does not fall under the prohibition
category of Leholid Reah on Shabbat. One who has roses and flowers in his/her
backyard may say the Beracha of Smelling (Boreh atzei besamim) and smell the
flowers on Shabbat only if they are cautious not to pick the flowers (which is prohibited).
Shabbat Shalom!
