1. It is forbidden for parents to dress their young daughters with immodest clothing, including dresses without sleeves and really short skirts. Even though there are those who say until the age of eight girls do not relate to the law of erva (immodesty), in any case their parents must teach them the customs of tzeniut (modesty). It is certainly true not to bring these girls to Bet Kenesset (synagogue) dressed immodestly, rather they should be put in the Ezrat Nashim (women's section).

The simple minhag (custom) is for single women to go in public revealing their hair, because the ikar hahalacha (the base of Jewish Law) states that a woman who is not married is not obligated to cover her hair. Only in the time that single women pray or bless with Hashem's name (mazkirot shem shamayim) they should cover their hair.
