From Yalkut Yosef:
1. It is a Mitzvah Aseh (positive Mitzvah) as it says Ve’Avadetem et Hashem Elokechem. Hazal (our Sages) have learned that Avodah (work) of the Heart is Tefillah (prayer) and Ezrah and his Bet Din over 2,000 years ago set up 18 Berachot (blessings) one needs to say, 3 beginning and end berachot of praise and the middle ones regarding the basic needs for every human. The Torah only commands to pray once a day, however our Hachamim (Sages) taught us that we must pray three Tefillot a day.
2. Even though it is not clearly written in the Torah the
commandment of Tefillah (prayer) everyday, in any case we have come to the
conclusion that the commandment of Tefillah stands. Just like one needs to eat
beverages and good everyday, so too the human needs to pray and ask for his/her
needs.
