Translated from Yalkut Yosef Kitzur Shulchan Aruch:
1. The time to wear Tefillin is during the day from the time
that one sees his friend six feet away clearly and can identify him (around
dawn) until sunset. The minhag
(custom) of Yerushalayim to begin wearing Tefillin is from an hour before
sunrise.
2. Our Hachamim (Sages) have made it forbidden to wear
Tefillin at night for the suspicion of wearing them and coming to do a
derogatory act (such as letting out gas) in one’s sleep. There are those who
say one is prohibited from wearing Tefillin from the Torah, however, as written
above the prohibition comes from our Hachamim. Therefore, if one is a commander
for a non-Jewish army and only has time to put on Tefillin during the day
should wear Tefillin without saying the proper beracha (blessing) at night.
