Translated from Yalkut Yosef Kitzur Shulchan Aruch:
1. The minhag
(custom) of Yerushalayim (which is accepted upon the entire Jewish nation) is
to stop eating meat from Rosh Hodesh Av (began on nightfall) until after Tisha
B’Av (even after the 10th of Av). The minhag of the Sepharadim and
Edot HaMizrah is to be lenient during Rosh Hodesh itself (meaning until Motzei
Shabbat this year we can have meat). There are those who are stringent and even
on Rosh Hodesh Av avoid eating meat. [This year after Motzei Shabbat (Saturday
night) until next Monday night we need to avoid eating meat.]
2. One is allowed to have meat after Rosh Hodesh Av in a
case where there is a seudat mitzvah
(a meal celebrating a Mitzvah), such as a Brit Milah (circumcision event),
Pidyon haBen (first born son is 30 days old), Sheva Berahot (one of the nights
during the week after a wedding) or a Bar Mitzvah meal. All the loved ones of
the host who is celebrating, his/her relatives, friends, etc. are allowed to
have meat. However, if someone aimlessly goes to this event for the sole
purpose of eating meat, it is like they are doing a Mitzvah and on the way
doing an Avera (sin).
