Translated from Yalkut Yosef Kitzur Shulchan Aruch:
1. There are those who do not hold any wedding celebrations
from 17 Tammuz (this past Motzei Shabbat) until after 9 Av (in 3 weeks), which
are called Yemei Ben HaMetzarim. The Sephardic
custom is to hold wedding celebrations and happy occasions from 17 Tammuz up
until Rosh Chodesh Av (the 1st of Av) and only after Rosh Chodesh
until 9 Av we stop celebrating weddings, etc. The minhag (custom) also stands
even if the hatan (groom) did not
fulfill the mitzvah of peru urvu
(reproducing).
2. From the base of Halacha (ikar hadin) one can hold a Huppa ceremony on the night following
Tisha B’Av (Motzei HaTzom, after the fast ends). However, there are people who
hold not to have any kiddushin (wedding ceremony) on the night after the Tzom.
If one has a doubt whether or not to make weddings a prohibition on the night
after the tzom of Tisha B’Av, one should be lenient and hold a wedding during
that time.
