Translated from Yalkut Yosef Kitzur Shulchan Aruch:
1. One who washes his/her hands on Shabbat, it is best for
them to wait for their hands to dry as much as possible before drying them with
a towel. However, there is no actual Hiuv
(mandatory law) and many have become lenient in regards to this. Whoever dipped
in a mikveh (must be cold) on Shabbat or washed their bodies (with cold water)
should try to wait until most of the water dried off their bodies before drying
up. Even though this is also not from the Ikkar
HaDin (base of the Halacha), one should still wait to dry off.
2. After one did Netillat Yadayim on Shabbat Kodesh or
washed their hands, it is best not to dry there hands using only one spot of
the towel, rather they should keep on using the entire towel to dry off their
hands. This way they avoid the Melacha of Sehita
(drenching water) on Shabbat. However, if one spot of the towel is used because
one’s hands are dirty then this does not include any issur (prohibition).
