Translated from Yalkut Yosef Kitzur Shulchan Aruch:
1. The Berachot of the Torah that one must say every morning
should be said cautiously and as soon as possible because one cannot partake in
any Torah learning whatsoever until saying these Berachot (blessings). This
applies to every single type of Torah learning, if its Gemara, Mishnah, Talmud,
Midrash, Tanach, etc.
2. One is allowed to think about pieces of Torah learning
and go over the Torah he has learned recently in his mind before saying the
Birkot HaTorah, because the basis of Torah learning is saying it out loud and
not thinking it (here the Yalkut Yosef brings down many Pesukim that prove
this). Also Chazal (our Sages) have not constructed a Beracha (blessing) based
on thinking/cognition. However, one who writes a Dvar Torah/piece of Torah down
must say the Birkot HaTorah before writing it down.
