Translated from Mekor Chaim Kitzur Shulchan Aruch:

Mitoch Ochel (to do the Melacha of Borrer on Shabbat) is one of the 39
Prohibited Melachot on Shabbat Kodesh, and many fail to follow this Halacha.
The way of Borrer on Shabbat is allowed if it meets 3 conditions: 1. Taking the
food that is wanted from what is unwanted (like lettuce from a big salad if one
only wants lettuce), 2. Taking it by hand (fork/knife is allowed also), and 3. With
the intention of eating it in the next 30 minutes (Le’altar).
2. To peel off the peels of fruits and vegetables and the
like is not considered Borrer at all. Also taking off the dust that is on the
fruits and vegetables is not considered Borrer and is allowed on Shabbat
Kodesh.
