Translated from Yalkut Yosef:
1. Moshe set for Am Yisrael that they congregation should
read the Torah on Shabbat Kodesh, Monday and Thursday during the Shacharit
minyan (morning), so Am Yisrael do not go three days without hearing the Torah.
Ezrah the Scribe set for Am Yisrael that three people come up to the Torah
(three Aliyot) and 10 Psukim (verses) and that we also read during Minchah of
Shabbat. The Aliyot levels are like this: Shabbat=7, Yom Kippur=6, Yom Tov
(Sukkot, Pesach, Shavuot)=5, Rosh Chodesh=4, and on Monday, Thursday Minchah of
Shabbat=3.
2. The place where the Ba’al
Koreh (Torah reader) finishes reading on Shacharit of Shabbat is where the
Ba’al Koreh during Minchah of Shabbat starts reading. We continue reading this
passage on the following Monday and Thursday. During the Shabbat that follows
we complete the entire Parasha. If on Monday and Thursday the congregation made
a mistake and read something other than the current Parasha, the congregation
does not need to switch to the current Parasha because the whole point of the
Torah reading is just to have Am Yisrael listen to Torah at least once in 3
days.
