Translated from Yalkut Yosef:
1. Every place that has 10 people from Am Yisrael, they have
an obligation to set up a house/building that can be the center for people to
gather and pray to Hashem anytime they wish. This placed that is called Bet
HaKnesset (Shul) must be built or rented even if the congregation has no power
to build one.
2. In Batei Knessiyot and Batei Midreshiyot (Shuls and
Places of Torah Learning) there is no room for jokes and lightheaded behavior.
It is forbidden to speak Sicha Betelah
(idle chatter) in Bet Knesset. It is important to keep this guideline strict in
all Batei Knessiyot, because in our grave sins it is become routine/okay to
speak in Sicha Betelah in Shul. It is an obligation to give rebuke in a calm
and respectful way to tell people not to speak Sicha Betelah. The Zohar
HaKadosh explains that one who speaks Sicha Betelah in Shul has no part in (not
considered part of) Am Yisrael.
