Translated from Yalkut Yosef:
1. Whoever does not have enough money to buy groceries and
necessary products for Shabbat Kodesh, this person should borrow money (even
with interest in the halachically allowed way which can be done by asking your
Rabbi), in order to experience and do the Mitzvah of Oneg Shabbat. Hashem will
find a way to give money to this person to pay off their debt. There are those
who say that one can even be lenient and borrow even in a way where they are
violating Ribeet DeRabanan (the
Rabbinical prohibition of borrowing with interest). However, Lechatchila (the best way) is when one
writes a borrowing contract that says it was allowed under Heter Iska (a Rabbi’s supervision).
2. Every man is obligated in doing Kibud Shabbat and Oneg
Shabbat. Kibud Shabbat (respecting Shabbat) is everything to do with the
preparations of Shabbat, including showering with warm water and changing one’s
outfit to be able to distinguish between Yom Chol (regular day of the week) and
Shabbat Kodesh. Oneg Shabbat is the actions one does on Shabbat itself to make
it more special than other day of the week, like having festive Seudot (meals)
and doing things that are more special in general.
