From Yalkut Yosef:
1. Whoever does not have enough
money to buy Products/Things needed specifically for Shabbat, they are even
allowed to borrow money (even with interest that is allowed according to the
Rabbanim) in order to fulfill the Mitzvah of Oneg Shabbat! (Rav Yitzchak Yosef
does not put an explanantion in the halacha but I had to add one here) And
Hashem will find a way for this person to pay his debts. There are those who
say one is allowed to violate the prohibition of Interest that was imposed by
the Chachamim (DeRabanan) without even going through permissions from the
Rabbanim, which is called Heter Iska.
2. Everyone from Am Yisrael is obligated to fulfill the
Mitzvah of Kevod and Oneg Shabbat. Kvod
HaShabbat is all the necessary preparations one should do before Shbbat,
which means to bathe and shower in hot water and to change clothes to the most
respectable attire, in order to differentiate between clothing of the week and
clothing for Shabbat. This should be on Erev Shabbat (Friday after Chatzot,
after midday). Even if one is alone on Shabbat they should change clothing
because it is to respect the day of Shabbat and not people. Oneg Shabbat means to be involved with
the actions that take place on Shabbat, such as meals, drinking, eating, etc.
