KOL HASHONEH HALACHOT KOL YOM MUVTACH LO SHE'HOO BEN HAOLAM HABA

1. We explained before that even though one cannot learn all of the Torah, and can only learn books/halachot that have to do with the Churban HaBayit (destruction) or mourning in general; one can still come up with Chiddushim (beautiful additions) after learning. One cannot write on Tisha BeAv, but if one does have a Chiddush (a teaching) that he thinks will be forgotten after the fast, only then he has permission to write it down in order to remember it.

2. Since washing one’s body is prohibited on Tisha BeAv, one might also think doing Netillat Yadayim after using the bathroom is also. However, Halacha says that one can do Netillat Yadayim, but only spills the water up to the knuckles. Also if one’s hands are dirty from using the bathroom, he/she can clean them to take off the dirt (one should wash based on how much he/she needs and not only to feel clean).
