L’yilui Nishamt Avraham ben Ester & Israel Ben Rivka.
From Yalkut Yosef:
1. Tisha BeAv is a fast where we do not eat or drink, put on any lotions/creams, we avoid wearing leather shoes, showering and the ones who are married do not have relations with their spouse. One should be stringent and avoid smoking cigarettes on this day, however, if one has extreme sorrow from not smoking, he/she can smoke only in a private place.
2. There is no She’elat Shalom (literal translation: “question of peace,” which means asking “How are you?” “How you doin’?”) on Tisha BeAv. An Am Ha’Aretz (one who does not know Halachot) who does not know this, and asks someone a She’elat Shalom; the person should answer him/her in a cold and disturbing manner (to show the seriousness and sadness of the day).
3. Limud Torah is strictly forbidden on Tisha BeAv. One is not allowed to read all of Tanach (which includes Tehillim). This also means that one cannot learn Mishnah of Gemara because we learn from Tanach that the commandments and teachings of Hashem make one’s heart happy from a Pasuk. However, one is allowed to read sad books, such as Iyov, Megillat Echa, or the bad Perakim of Yirmiyah (and skips the comforting psukim in between), etc. One is allowed to learn books of Mussar that bring someone to Teshuva (returning to G-d).
