From Yalkut Yosef [Because it is the last night to do Birkat HaLevana in America<the Bracha for the Renewal of the Moon>]:
1. One does not say Birkat HaLevana until seven full days past the Mulad , and the minhag is to be strict with this. And when there is a time on Motzei Shabat when everyone is together to say Birkat HaLevana, even though it is not the right time (a couple hours before the right time), they have permission to say it. If there are countires where it is normal not to see the Levana (moon) due to clouds and when it is possible to miss the sight of the moon (because one needs to see the moon for the bracha) after seven days, they are allowed to say it after three days from Rosh Chodesh (beginning of the month).
2. One needs to say the Birkat HaLevana with simcha because anyone who says this bracha is as if he/she receives the shchina (divine presence). There are those who their minhag is to dress nicely in Shabat Clothes for the bracha alone. However, if a person is accustomed to wearing a hat (or a turban like the Ben Ish Chai), one should wear it to show appreciation for the bracha.
