1. Once the Ba'al Koreh begins reading the Sefer Torah, one is not allowed to speak even between aliyah and aliyah, and of course one is not allowed to speak during the Torah reading itself. There are also those who ask their friends interesting questions about the Parashah between aliyah and aliyah, and they should be notified that they are not allowed to do this, and should ask those questions at the end of thre Torah Reading.
2. One who is going up for an Aliyah needs to read along with the Ba'al Koreh in a whisper, and he doesn't fulfill his obligation of the Aliyah by hearing the reading solely. If he does not read along in a whisper, there is a suspicion that the Bracha he made is a Bracha LeVatala (which is a very serious problem). Therefore, the Ba'al Koreh should advise the person coming up for an aliyah to read along in a whisper so he doesn't say a Bracha LeVatala G-d forbid.
