From Yalkut Yosef: Mo'adim:
1. One should put most effort on Yom Shavuot to be englufed into Limud Torah (learning), as it says in Masechet Psachim "Half for Hashem, Half for you." Meaning one should split the Chag to sanctify it: half in shul & for limud torah and half for the simcha, the seuda, etc. Rav Ovadya says the best Limud should be learning the Halachot of the Rambam and reading from Sefer Tehillim because David HaMelech (Tehillim's composer) died on Shavuot. Some also say it is good to read all of Megillat Rut without a bracha.
2. One should be cautious to make sure to come up with Divrei Torah and just push to learn Torah on Shavuot itself. If one is not used to "Lechadesh," then one should put an effort to hear new divrei Torah, because Shavuot is the day we received the Torah, and we want our whole year to be like this day full of Chidushim and Torah learning. One should be cautious not to let the day pass from sleep and to make sure after the morning nap (because we hold to stay up all night and learn), we should make time for learning during the day as well.
