From Yalkut Yosef:
1. Its a Minhag of Yerushalayim and neighboring districts to say the day of the Omer (only say Sefirat HaOmer: "Hayom Shlosha Ve Shloshim Yom LaOmer Shehem...") WITHOUT THE BRACHA during the Tefillah of Shacharit in Bet Knesset.
2. If someone had a mistake when saying the weeks and days of the Omer after the Bracha (and not mistaken with the day of the Omer), he CAN continue to say the Sefirat HaOmer with a Bracha the following day. Also, one who does not know the day of the Omer for sure or cannot figure out somehow what day of the Omer it is is NOT allowed to say the Bracha of Sefirat HaOmer, AND he CAN continue to say the Bracha of Sefirat HaOmer the following day!
